According to Nwoba Chika Nwoba, Publicity Secretary of PDP in Ebonyi State, the outgoing Governor of Ebonyi State, Engr David Umahi shared the N1.6 billion approved for him by the State House of Assembly as exit package for appointees. He narrated it as:

Ebonyi State House of Assembly recently approved the sum of N1.6 billion to the Ebonyi State Government as exit package for the people in government as the administration of Gov. David Umahi winds down.
Today, the money was disbursed. The disbursement exercise as expected was rigged by Gov. Umahi.
Principal officers of the government like the Secretary to State Government, Chief of Staff to the Governor, Principal Secretary to the Governor, Head of Service were given N5million each. Commissioners were given N2million each. The government has about 20 Commissioners. SSAs were given N1.5 million each and they’re about 20. SAs were given N1million each and they’re about 30. Other categories of appointees were given from N500,000 to N100,000 respectively. He gave appointees who are no longer in APC N500k and N200k respectively.
In summary, Gov. Umahi didn’t spend up to N600million on the appointees as approved by the House of Assembly. N1billion is somewhere breathing for him. That’s the kind of Governor we’ve in Ebonyi State.
The House of Assembly made a provision for N20 million for each Commissioner, N10million for Principal Officers, N8million for SSAs, N5million for SAs, N2million for Development Centre Coordinators, N1.5million for STAs, N1million for TAs, N2million for chairmen and Executive Secretaries of statutory boards, agencies and commissions, N1million for members of such boards, agencies, parastatals and commissions, N500,000 for other classes of appointees lower in rank. N500 million for the Governor. That’s how it was parcelled. But today, Gov. Umahi did it in his own corrupt way.
